Gambling interests are aggressively funding political groups in Virginia ahead of the high-stakes 2025 elections. Money from sports betting and casino interests is flowing into the state’s political system. Currently, campaign donations from the gambling sector rank second in size among all contributions to House of Delegates Political Action Committees (PACs), trailing only those from Dominion Energy.

The Betting Alliance’s Investment Strategy

The Sports Betting Alliance stands out as the most prominent donor group in the cycle. This organization, surprisingly headquartered in Texas, has shown a clear preference in its political giving.

The Alliance contributed over $2 million to Democrats. This amount is more than four times the amount the group gave to Republicans. Alex Keena, from Virginia Commonwealth University, noted this funding pattern suggests these groups are “betting on the Democrats winning.”

Jennifer Victor, from George Mason University, highlighted the unusual nature of this spending. She explained that most industries donating to Virginia candidates are local. The fact that an out-of-state entity plays such a major role in the campaign season suggests “there’s a lot of money to be made” in the state’s gaming future.

Experts believe the Alliance’s strategy is tactical. They are spending money on members of both parties. However, they avoid investing in the opponents of influential incumbents. This approach suggests the groups are preparing for a Democratic victory.

Legislative Context

The significant funding push aligns with ongoing legislative battles in the General Assembly. Proposals to permit the construction of new casinos have been among the most closely monitored pieces of legislation.

Gambling groups use campaign money to ensure favorable outcomes. They seek to either pass new casino legislation or maintain a stable, profitable regulatory environment for existing sports betting operations.
