Persistent Push for iGaming Legalization in Illinois Despite Setbacks
Representative Edgar Gonzalez Jr., despite facing several setbacks in his legislative attempts to legalize iGaming in Illinois, remains undeterred.

Determined to see Illinois join the ranks of states with legalized online casino operations, Gonzalez plans to reintroduce the matter for consideration in 2025.
iGaming, which allows for licensed operators to offer real money online casino games via mobile and web platforms, is currently legal in seven U.S. states.
Illinois, however, has yet to secure a spot on this list despite numerous legislative efforts. Gonzalez’s House Bill 2239, introduced in February 2023 aimed at this legalization, but it stalled and failed to progress beyond the House Rules Committee.
Proposed Framework and Financial Implications
Similarly, State Senator Cristina Castro’s Senate Bill 1565 encountered obstacles that hindered its advancement through the legislative process.
The proposed legislation by Gonzalez and Castro suggested that licensed internet casino operators could operate up to three “skins” and would be subjected to a 15% tax on gross gaming revenue (GGR).
