Pennsylvania bettors drove the state to a new monthly high in accepted wagers, with online operators contributing almost the entire total. Data from the Pennsylvania Gaming Control Board shows the market remained highly active through the peak of football season, while iGaming revenue also reached a new statewide record.

Record October Handle

Pennsylvania closed October with 968.5 million dollars in accepted wagers across online and retail sportsbooks. The figure moved well past the 858.1 million dollars recorded one year earlier and surpassed the previous high of 935.5 million dollars set in November 2024. Betting volume rose across NFL, NBA and NHL markets, contributing to the statewide growth.

Operators benefited from a stronger environment compared with last year. The statewide hold reached 9.5 percent and generated 91.8 million dollars in gross revenue. Promotional credits totaled 31.1 million dollars, leaving adjusted gross revenue at 60.7 million dollars. A year earlier, many operators faced bettor-friendly outcomes that pushed win rates lower.

Pennsylvania’s tax structure once again produced one of the highest returns in the country. The 34 percent tax on adjusted revenue generated 20.6 million dollars for the state, while the additional 2 percent local assessment added 1.2 million dollars. October tax revenue from sports betting alone exceeded 21 million dollars.

Online Operators Drive Market Growth

Mobile sportsbooks remained the dominant channel, producing 926.1 million dollars of the statewide handle and nearly all operator revenue. Retail locations accounted for 44.2 million dollars. FanDuel led the market with a 355.1 million dollar handle and 33.5 million dollars in gross revenue on a 9.4 percent hold. The operator issued 15.4 million dollars in promotional credits, resulting in 18.1 million dollars in taxable revenue.

DraftKings posted its highest handle to date at 297.7 million dollars and produced 27.2 million dollars in gross revenue. Its adjusted revenue climbed sharply to 21.7 million dollars, a notable increase from 3.9 million dollars in September.

Fanatics Sportsbook recorded a 65.4 million dollar handle, up about 66 percent year-over-year. BetMGM posted the strongest win rate among major operators at 11.7 percent, generating 6.8 million dollars from a 58 million dollar handle.

bet365 continued to expand its presence with a 10.8 percent return on a 41 million dollar handle. BetRivers followed with 34.8 million dollars in wagers, and Caesars surpassed 25 million dollars.

iGaming Revenue Reaches New Peak

Online casino performance set a new statewide record. Adjusted iGaming revenue reached 251.1 million dollars in October, surpassing the previous mark of 238.2 million dollars from March. Gross revenue exceeded 300 million dollars, rising 32.8 percent compared with October 2024.

The strong performance translated into 73.3 million dollars in online casino taxes, the highest monthly total to date. For the 2025 calendar year, online casino tax revenue moved past 660 million dollars.

Across sports betting, online casino play, land-based gambling and fantasy contests, Pennsylvania reached 597 million dollars in October revenue. The result represented a 22.8 percent increase year-over-year.
