New Online Sports Betting Bill Project Introduced in Nebraska
Nebraska lawmakers are moving forward with LB 421, a bill designed to legalize and regulate online sports betting. Introduced by Senator Stan Clouse, the legislation aims to link online wagering to the state’s racetracks while ensuring tax revenue stays in Nebraska.

Online Betting Through Racetrack Partnerships
If passed, LB 421 would allow online sports betting, but only through partnerships with Nebraska’s six licensed racetracks. Each track could work with one operator, creating a limited but controlled market.
Operators wanting to enter the market would need to secure a license from the State Racing and Gaming Commission. A $5 million licensing fee, payable over five years, would be required.
Responsible Gaming and Tax Distribution
The bill also prioritizes responsible gambling. 3% of sports betting tax revenue would go to programs supporting people with gambling problems.
Senator Clouse emphasized that the goal isn’t to encourage gambling but to regulate it and provide help where it’s needed.
Tax revenue from sports betting would be distributed as follows:
- 90% to property tax relief programs.
- 7% to gaming regulation and administration.
- 3% to problem gambling assistance programs.
Fast-Tracked Implementation and Safeguards
LB 421 includes an emergency clause, allowing it to take effect immediately after being signed into law. The State Racing and Gaming Commission would also study regulations in other states to ensure Nebraska’s framework reflects best practices.
A Separate Push with LB 63
Alongside LB 421, LB 63 has been introduced by Senator Tom Brandt. This bill focuses specifically on allowing bets on Nebraska college teams while maintaining safeguards to protect athletes and game integrity.
Key Restrictions in LB 63:
- No betting on individual player performance in Nebraska college games.
- No live betting during games featuring Nebraska teams.
These limits aim to reduce pressure on athletes and ensure betting stays focused on game outcomes.
