Missouri Sports Betting Market Prepares for 2025 Launch

07.01.2025

Missouri is gearing up to join the ranks of states offering legal sports betting, and recent developments suggest the market may go live sooner than anticipated. While the official deadline for launching sports betting is December 1, 2025, accelerated progress by the Missouri Gaming Commission (MGC) could see residents placing their first legal wagers as early as spring or summer 2025.

Fast-Tracking Regulations

In an interview with Sports Betting Dime, MGC Chairwoman Jan Zimmerman revealed that the process of drafting sports betting regulations is ahead of schedule. The commission is working urgently to finalize the rules, which could be sent to Governor Mike Kehoe for approval as soon as this month. If the governor signs off and the state attorney general clears the regulations, they could take effect by mid-February.

This timeline would pave the way for the licensing process to begin shortly thereafter. The commission’s meetings scheduled for May 28 or June 25, 2025, could then serve as a platform to approve the final launch date. Such a timeline would allow Missouri to debut sports betting just in time for major sporting events like the MLB season, NBA playoffs, and NHL postseason.

Missouri’s journey to sports betting legalization has been a long one. Legislative efforts were stalled for years due to disagreements over video lottery terminals (VLTs). It wasn’t until November 2024 that voters narrowly approved Amendment 2, officially legalizing sports betting in the state.

Anticipated Market Highlights

Missouri’s sports betting market is expected to attract major players like FanDuel and DraftKings, with both online and retail betting options anticipated. The state has also emphasized the importance of responsible gambling measures, with public education campaigns already underway to prepare residents for the new market.

Tax revenues from sports betting are expected to fund public services, adding to the state’s financial benefits. As the MGC continues to refine the regulatory framework, operators are preparing to tap into a market poised for substantial growth.
