Missouri Issues Nine Temporary Sports Betting Licenses Before December Launch

The Missouri Gaming Commission (MGC) has issued temporary mobile sports betting licenses to a total of nine operators, clearing the path for the state’s market to open on December 1.

The most recent action saw the MGC approve seven new temporary licenses. This regulatory step enables operators to finalize system preparations and meet all remaining legal requirements before accepting wagers.

Operators Secure Market Access

The new group of firms receiving temporary mobile licenses includes major industry players. The MGC approved licenses for BetMGM, bet365, Caesars, ESPN BET, FanDuel, Fanatics, and Underdog.

These operators join DraftKings and Circa, both of which secured their licenses earlier this year. DraftKings and Circa were granted “untethered” licenses, allowing them to operate without a mandatory partnership with a physical casino or a professional sports team in the state.

The temporary status permits all nine approved firms to test equipment and systems ahead of the official launch date.

Regulatory Prerequisites for Go-Live

Although the licenses are issued, operators must meet several key regulatory controls before December 1. Each firm must gain final approval for its internal controls and house rules.

They also need to submit required documentation covering third-party payment processors and other administrative details. These final approvals ensure the integrity and security of the betting platforms before they open to the public.

The MGC established a specific timeline to allow operators to build their customer base before launch. Starting at 12:01 AM CT on November 17, players in Missouri will be able to register accounts and make initial deposits. This two-week pre-registration period gives operators time to promote their brands and allows users to prepare their accounts for the December 1 start. This process aims for a smooth and immediate commencement of wagering.

Support Infrastructure Licensed

Beyond the betting operators, the MGC also granted temporary licenses to several key third-party technology and integrity service providers. Licensed support companies include Gaming Laboratories International (GLI), which performs independent testing, and GeoComply, a service ensuring bettors are physically within Missouri borders.

Other licensed providers are Integrity Compliance 360 (IC 360), Genius Sports, Kambi, BMM Testlabs, and the International Betting Integrity Association. Licensing these technical support firms completes the regulatory framework necessary for a secure and compliant market ecosystem.
