The Michigan Gaming Control Board issued cease-and-desist orders, targeting four unlicensed online gambling operators for illegally serving Michigan residents.

A Big Move Against Rogue Operators

The Michigan Gaming Control Board (MGCB) issued cease-and-desist orders to four offshore gambling platforms: You Wager, Bet Pop Casino, Wager 7, and Discount Wager, for operating without Michigan licenses

These sites, offering sports betting and casino games, violate Michigan’s Lawful Internet Gaming Act, Gaming Control and Revenue Act, and Penal Code,

You Wager, launched in 1998 and licensed in Costa Rica, draws high-stakes bettors with NFL spread bets up to $10,000, covering esports, MMA, and soccer, per the MGCB.

Bet Pop Casino, started in 2019 by First Fidelity Company, offers slots, roulette, and poker without Michigan oversight.

Wager 7, another offshore sportsbook, boasts NFL, horse racing, and casino games like craps, promoting “same-day payouts” and referral bonuses.

Discount Wager, also owned by First Fidelity since 2020, lacks clear terms and player protections.

Why It’s a Problem

These platforms operate in a legal gray zone, accepting wagers without state licensing, which leaves players vulnerable. Unlike Michigan’s 15 licensed operators, like BetMGM, these sites lack responsible gaming measures, dispute resolution, or consumer safeguards.

They also dodge taxes, undermining the state’s regulated market. MGCB Executive Director Henry Williams didn’t mince words: “Illegal gambling operations prey on vulnerable consumers and undermine the integrity of the regulated gaming industry.” He added, “Michigan residents deserve the protections that come with licensed, legal gaming.”

The MGCB ordered all four operators to halt Michigan operations immediately, with a 14-day deadline to comply or face legal action from the Michigan Attorney General’s office, per Michigan.gov. This follows 38 cease-and-desist letters sent to offshore sites in 2025.
