Holt had been a key figure at IC360, steering the company through major projects, including securing a contract with iGaming Ontario to manage the universal self-exclusion list for the market.
As noticed by SBC Americas, his last public mention of the company came in August, shortly before his exit, marking the end of his tenure at the forefront of the company’s compliance and integrity efforts.

As Holt steps down, IC360 is bringing in a high-profile name from the regulatory world—David L. Rebuck, former Director of the New Jersey Division of Gaming Enforcement.
Rebuck’s decade-long leadership in New Jersey is widely credited with positioning the state as a pioneer in the legalization of online gaming and sports betting. His expertise will now guide IC360 as the company looks to navigate an increasingly complex regulatory landscape.
