Florida Bill HB 189 Targets Match-Fixing and Fantasy Sports Regulation
Florida lawmakers are advancing a sweeping measure, House Bill 189 (HB 189), to overhaul the state’s gambling regulations. The nearly 100-page package, introduced by Republican Representative Dana Trabulsy, is currently on a fast track for legislative approval.

The bill’s main goals are to increase penalties for corruption in sports betting and to formally authorize and define the operation of fantasy sports contests within the state.
New Felony for Fixed Sports Bets
A core component of HB 189 is the criminalization of match-fixing in sports betting. The bill proposes making it a third-degree felony to place a bet on any professional or amateur sporting event while knowing the results are “prearranged or predetermined” due to bribery or other illicit actions.
This proposal modernizes existing law that already classifies bribing athletes as a crime. The new legislation expands liability to include not just the athletes and organizers involved in the fix, but also bettors and operators who knowingly participate in wagering on a manipulated event.
This effort gained momentum following recent betting scandals, including indictments against two Major League Baseball (MLB) pitchers linked to alleged prop bet fixing.
Legalizing and Defining Fantasy Sports
HB 189 also seeks to legally authorize and regulate paid fantasy sports contests in Florida. The bill establishes clear conditions for these contests to be deemed legal.
Specifically, the outcome of a fantasy contest must be based on the individual performance of actual athletes in real-world games.
The legislation includes explicit prohibitions to prevent fantasy contests from mimicking traditional sports betting. The contest outcome cannot be based on the final score of a game, the point spread, or the overall performance of a team or combination of teams. Owners or operators of websites or apps that offer fantasy contests in violation of these rules would also face a third-degree felony charge.
One concern raised by veteran Florida press, including Gary Fineout, is the bill’s lack of an explicit carveout for small-stakes fantasy leagues run between friends or coworkers. This omission could potentially discourage casual participation among fans.
Other Regulatory Changes
Beyond match-fixing and fantasy sports, HB 189 addresses several other aspects of Florida’s gambling system:
- Illegal Gambling: The bill reinforces penalties for all forms of illegal gambling.
- Commission Staff: It clarifies rules and restrictions for employees of the Florida Gaming Control Commission.
- Pari-Mutuel Reporting: The legislation revises reporting requirements related to ownership changes for holders of pari-mutuel permits, such as those operating horse races.
- Local Control: HB 189 proposes to preempt local governments from regulating gambling activities unless Florida state law specifically allows for local oversight.
Although the measure is on a quick path through the legislature, it is expected to undergo revisions and amendments as discussions continue.
