David Rebuck Retires as New Jersey’s Longest-Serving Gaming Director
Attorney General Matthew J. Platkin has announced the retirement of David L. Rebuck from his position as Director of the Division of Gaming Enforcement (DGE) in New Jersey.
After a commendable 13-year tenure, making him the longest-serving director in the division’s history, Rebuck leaves behind a legacy of significant contributions to the state’s gaming and casino industry. His retirement concludes an impressive 36 years of dedicated service to the State of New Jersey.
A Legacy of Leadership and Innovation
“Throughout his career, David Rebuck has exemplified professionalism, innovation, and leadership as the gaming industry transformed, first with the legalization of Internet gaming in 2013 and then with the new era of sports gaming in 2018,” remarked Attorney General Platkin. Rebuck’s forward-thinking and expertise have been pivotal in establishing New Jersey as a regulatory leader and trendsetter in the gaming sector across the United States.
With Rebuck’s departure, Deputy Director Mary Jo Flaherty is set to assume the role of Interim Director. Flaherty, a seasoned lawyer with over 40 years of regulatory experience within the DGE, is well-prepared to lead the division during this transition. “I am grateful for her stepping up to lead the Division at this critical time,” Platkin added.
Reflecting on a Distinguished Career
Rebuck’s journey with the Department began in 1988 as a Deputy Attorney General, where he provided invaluable legal advice and legislative review. His role expanded significantly in 2010 when he was appointed as a Senior Policy Advisor in the Governor’s Office, contributing to initiatives aimed at revitalizing Atlantic City.
In 2011, Rebuck was nominated by Governor Chris Christie to helm the DGE, a position he officially took on after confirmation by the State Senate in 2012. Under his leadership, the DGE underwent a comprehensive overhaul, adopting a new set of regulations to enhance efficiency and consistency within the casino industry. Rebuck was instrumental in the introduction of legalized Internet casino gambling in 2013 and the launch of legal sports wagering in 2018, following a prolonged legal battle led by New Jersey.
Advancing Responsible Gaming and Industry Standards
Under Rebuck’s guidance, the DGE also launched its Responsible Gambling Initiative and implemented heightened advertising standards for the casino and sports betting industry. His efforts to improve casino security and safety have significantly contributed to the well-being of the Tourism District in Atlantic City.
In recognition of his invaluable contributions, Rebuck will be honored with a Lifetime Achievement Award at the 27th Annual East Coast Gaming Congress, making him one of the few distinguished recipients of this prestigious award.
