Georgia Takes Another Shot on Legalizing Sports Betting and Casinos

Georgia lawmakers are pushing forward Senate Resolution 131 (SR 131), a proposed constitutional amendment to legalize sports betting and casino gaming. If the bill passes, Georgia voters will have the final say in a statewide referendum.

Key Provisions of SR 131

The bill would give the General Assembly the power to regulate and tax the gambling industry. It also calls for the creation of the Georgia Gaming Commission (GGC) to oversee casino and sports betting operations.

Under SR 131, the state would issue at least eight casino licenses, with each license allowing for a single gaming facility. The measure bans all gambling outside of licensed casinos. Operators would pay a 20% tax on gaming revenue, with the funds supporting various state initiatives.

How the Tax Revenue Would Be Used

SR 131 outlines a clear plan for tax distribution. The first $2 billion in revenue would be divided equally among all Georgia counties.

After that, $500 million per year would go to county governments until the total reaches $5 billion. Beyond that point, the General Assembly would decide how to allocate remaining funds, with at least 5% reserved for problem gambling prevention.

The bill must clear the Georgia Senate by March 6 to remain in consideration. If it passes through the legislature, voters will decide on gambling expansion in a 2026 statewide referendum.
