Regulation of Bettor Limits in Massachusetts Remains Open as MGC Investigates Issue
The Massachusetts Gaming Commission (MGC) appears to be reconsidering its approach to regulating bettor limits. The commission plans to conduct further research on the matter and has not ruled out introducing specific regulations in the future.
Could Massachusetts Gaming Commission Implement Regulations on Player Limits?
In May 2024, the Massachusetts Gaming Commission held a meeting with operators to discuss player limits. However, representatives from only one operator attended, as the largest companies opted out, demanding the meeting be private.
A follow-up meeting took place in September, during which major operators shared insights, suggesting that limits affect only a small fraction of players. The commission, however, requested clarification on the processes behind imposing limits and the criteria for doing so.
This meeting provided more valuable insights as commercial operators were partially open to sharing elements of their policies on player limits.
The issue remains active in Massachusetts, and the MGC has not ruled out introducing regulations in this area. “Such regulations might include things like requiring notifications to patrons who have been limited, implementing reporting or auditing requirements, regarding patron limits, or requiring clear and defined protocols and perimeters around patron limits,” Torrisi said at the MGC’s scheduled meeting,” said MGC Sports Wagering Division Chief Carrie Torrisi.
“We are going to be curious here and I look forward to what we learn,” added MGC Chair Jordan Maynard.
Additional Research to Guide Decision-Making
The MGC has requested detailed data from all licensed operators in Massachusetts regarding the number and circumstances of bettor limits. This data could play a key role in shaping potential regulations.
The goal is to determine how common player limits are and whether there is a correlation between limiting bets and player behaviors, such as winning or losing.
Potential regulations may include requirements to notify players about restrictions, introduce reporting or auditing obligations, and establish clear protocols and rules around player limits.
The MGC is gradually shifting its focus toward addressing player interests, responding to complaints about bettor limits imposed by commercial operators. The commission has acknowledged the lack of transparency and communication from operators regarding bet restrictions.
Since May, the MGC has been working to address these issues and find a solution that benefits both operators and players alike.
