D.C. Attorney General’s Office Investigates Intralot Contract
The Office of the Attorney General for the District of Columbia is conducting an investigation into the lottery and sports betting contract awarded to Intralot in 2019.
A Controversial Contract
The contract signed with Intralot has faced significant criticism. The GambetDC sports betting app, developed by Intralot, failed to meet expectations, drew widespread complaints from users, and did not deliver the anticipated revenue.
Amid mounting criticism, D.C. decided to award a new contract to FanDuel before the market was fully opened in the summer, tasking the company with providing high-quality services to residents.
In 2019, Intralot, a Greek lottery and gaming giant, was controversially awarded a $215 million no-bid contract to operate online sports betting. In the summer of 2023, Attorney General Brian Schwalb’s office requested information from Intralot about the contract. However, it remains unclear whether the investigation is focused on Intralot itself or one of its subcontractors.
Particular scrutiny has been directed at Veterans Services Corp. (VSC), a subcontractor managed by businessman Emmanuel Bailey, for its role in the contract.
D.C. Sports Betting Market Revives
In the summer of 2024, D.C. opted to fully open its sports betting market to commercial operators, paving the way for industry giants like DraftKings and BetMGM.
This move revitalized the market, leading to record-breaking handle in subsequent months and generating increased revenue for the state budget.
