25.03.2024

The Massachusetts Gaming Commission has recently announced the appointment of Dean Serpa as its new Executive Director, a move that marks a significant transition in the commission’s leadership. Serpa, who brings a wealth of experience from various senior roles within the Massachusetts state government, steps into this pivotal role with a clear vision and a deep understanding of the state’s gaming landscape.

Leadership Transition

Dean Serpa takes over from Todd Grossman, who has commendably filled the position on an interim basis since November. Serpa’s appointment comes at a crucial time as the commission continues to oversee and regulate the evolving gaming and betting industry within the state. His prior role as chair of the Massachusetts Gaming Policy Advisory Committee (GPAC) has equipped him with invaluable insights and a comprehensive grasp of the regulatory challenges and opportunities that lie ahead.

Commissioner Eileen O’Brien expressed confidence in Serpa’s capabilities, noting, “Dean’s unparalleled operations experience and record of leadership and service to the Commonwealth will allow him to step into the role of executive director and have an immediate impact on the Massachusetts Gaming Commission.”

In his statement, Serpa expressed gratitude for the trust placed in him by the commissioners and shared his enthusiasm for his new role. “I am passionate about moving projects from inception to competition and working with teams to get things done – I am excited to build on my experience with GPAC as I get started as executive director of the Commission,” said Serpa.

Strengthening the Investigative Arm

In parallel with Serpa’s appointment, the MGC has named Caitlin Monahan as the director of the Investigations and Enforcement Bureau (IEB). Monahan’s extensive background as a litigator and her previous roles within the MGC and the executive office of Public Safety and Security position her as an ideal candidate to lead the IEB. Her appointment underscores the commission’s commitment to maintaining the integrity and safety of gaming within Massachusetts.

Chair Cathy Judd-Stein praised Monahan’s contributions and leadership potential, stating, “Her contributions have been essential to the work of the MGC in the regulation and oversight of casino gaming, horse racing, and establishing sports wagering in the Commonwealth, and I know she will continue to meet and surpass our high expectations as a leader of our organization.”

Monahan expressed her eagerness to take on this new challenge, emphasizing her commitment to collaborative efforts across the MGC to uphold the integrity of gaming in the state.
