BetRivers Poker Expands to Three New States
BetRivers Poker has rolled out an impressive expansion, launching in Delaware, Michigan, and West Virginia on June 10, joining its Pennsylvania base to form a four-state network.

A Rapid Rise in Online Poker
etRivers Poker, a newcomer launched in Pennsylvania in October 2024, spread its wings to Delaware, Michigan, and West Virginia, creating a four-state online poker network.
This move, powered by the Multi-State Internet Gaming Agreement (MSIGA), merges player pools across these states, offering busier cash games and larger tournament prize pools.
“By expanding our network, we’ll bring more players to our tables,” said Richard Schwartz, CEO of Rush Street Interactive (RSI), BetRivers’ parent company.
BetRivers Poker’s launch is historic. In West Virginia, it’s the first regulated online poker site since the state legalized it in 2019. Delaware, without real-money poker since 888’s exit in December 2023, welcomes its return after an 18-month blackout.
Michigan joins the fold, adding its 10 million residents to the network. Pennsylvania, with 13 million people, anchors the group, having joined MSIGA in April 2025 under Governor Josh Shapiro’s push to stay competitive, per PlayPennsylvania.
BetRivers is the sole operator in Delaware, holding exclusive iGaming rights, and the only one in West Virginia, where its monopoly could attract new players. “We’re thrilled to strengthen our poker footprint,” Schwartz said, eyeing a richer player experience.
Why Shared Liquidity Matters
The MSIGA, started in 2014 by Nevada and Delaware, lets states pool poker players across borders, vital for smaller markets like Delaware (1 million) and West Virginia (1.8 million).
Pennsylvania’s entry, boosting MSIGA’s reach to 38 million across six states, supercharges this. BetRivers’ network, spanning 26 million people, offers more tables, shorter wait times, and bigger tournaments.
“The launch of a unified cross-state player pool significantly enhances the BetRivers Poker experience,” Schwartz said, promising “best-in-class competition.”
New Jersey on the Horizon
RSI plans to launch BetRivers Poker in New Jersey later in 2025, potentially creating the first five-state U.S. poker network, a feat no operator has achieved.
New Jersey, with 9 million residents and a mature poker market since 2013, is a prize, though its entrenched competition (WSOP, PokerStars, BetMGM) poses challenges.
“New Jersey will follow once we meet regulatory requirements,” an RSI statement noted. Success there could push BetRivers’ reach to 35 million, rivaling WSOP.
